What is the Progressive Safe System (PSS)?
In October 2024, the Direct Vision Standard (DVS) was upgraded to the Progressive Safe System (PSS). The PSS increases the minimum star rating required for a DVS permit to 3 stars for vehicles weighing over 12 tonnes to drive in Greater London.
Extra vehicle safety equipment will need to be fitted to your vehicle if it does not meet a minimum rating of 3 stars. If you do not have a permit, operators and drivers will receive daily fines. £550 to the operator and £130 to the driver.
You may have fitted equipment before the Progressive Safe System was introduced. In this case, your vehicle might be below the minimum of three stars. How will the PSS improve road safety?
The PSS requires technology that can predict collisions based on the trajectories of the vehicle and the vulnerable road user (VRU). This prediction is crucial in determining if a collision is imminent. Furthermore, the system includes a specified alarm strategy designed to alert the driver to the severity of the situation.
Brigade’s radar sensor technology does just that! Using AI technology, our radar systems predict when a collision with a VRU is imminent while alerting the driver to the danger.

Two alarms; one when the driver detects a VRU when preparing to move off and one when the vehicle detects a VRU as it has begun its forward manoeuvre.
When the vehicle is stationary; the system must provide a signal to inform the driver of any VRU’s who are in or about to enter the critical blind spot in front of vehicle.

The collision warning must be a combination of at least two modes from an optical signal, acoustic or haptic.

How does the PSS differ to UNECE R151 and R159?
UNECE regulations have different detection areas. For instance, in terms of side detection, R151 allows for a specific gap, whereas the PSS mandates detection right up to the side of the vehicle.
The same applies to front detection. R159 allows a gap, but the PSS requires detection right up to the nose of the vehicle.
If you have a product fitted to your vehicle that meets R151 and R159, it may not necessarily meet PSS requirements at the aftermarket stage.

Evidence needed to comply with the PSS
You will need to accompany your application with two photos of your vehicle and a sensor functionality statement letter from the equipment manufacturer.
The photos are used to show you have fitted extra safety equipment. One of front and nearside, one of the rear and nearside. You must ensure that the number plate is visible.
You will also need a letter headed statement with the words “the blind spot and moving off information systems fitted to this vehicle are fully functional, effective and installed in compliance with the PSS technical specifications”. This letter must be supplied by you and must also include the following details:
- Vehicle Registration Number
- Name and address of fitter
- Name and address of supplier
- What products are fitted
It is recommended that you retain a fitter statement or certificate of conformity from Brigade for your own records.
