CLOCS-A: Raising Safety Standards on Construction Projects

Heavy vehicles are essential to construction and logistics — but they also pose significant risks. CLOCS-A offers a simple, practical framework to improve transport safety and protect everyone on the road.

From 26 August 2025, all contractor vehicles working on Transport for NSW projects must meet new minimum safety standards. These requirements adopt the CLOCS-A framework, a proven program designed to reduce road risk and save lives.

What is CLOCS-A?

CLOCS-A (Construction Logistics and Community Safety – Australia) is a national road safety program. It focuses on heavy vehicle, transport, and logistics risks linked to infrastructure projects.

The framework is based on the successful CLOCS model from the UK, which has been improving safety outcomes for over a decade. Now, Australia is following suit to protect drivers, workers, and the wider community.

Tiered Compliance

CLOCS-A provides a tiered safety compliance standard for construction vehicles.

Funded by the NHVR’s Heavy Vehicle Safety Initiative, CLOCS-A sets clear expectations for logistics safety—empowering operators to take practical steps toward Vision Zero.

Bronze Certification

  • Reverse beepers
  • Reversing sensors or reversing cameras

Silver Certification

  • All Bronze features
  • Left-turn audible warnings
  • Left-side blind spot detection

Gold Certification

  • All Silver features
  • Telematics Monitoring System (vehicle tracking, driver behavior, fatigue alerts)

What contractors need to know

From September 2025, all heavy vehicles on TfNSW contracts must comply with:

  • General vehicle safety and roadworthiness
  • Registration and compliance with the NHVR Code of Practice for Modifications
  • CLOCS-A Bronze level certification

These requirements also apply to light vehicles and plant equipment, ensuring that every part of the supply chain is working to the same safety standards.
