Supporting Quebec's Vision for Road Safety

Brigade proudly supports Quebec’s draft Direct Vision Standard (D 1030-100-1: Safety of Vulnerable Users–Safety Index for Heavy Vehicles). With the public consultation now closed, we await the final standard—and we’re ready to help the industry prepare.

As Quebec considers this important step forward in protecting vulnerable road users (VRUs), Brigade is actively working with fleet operators, OEMs, and industry partners to run equipment trials and technical consultations to ensure readiness and compliance.

A Proven Track Record in Vision-Based Safety

Brigade has actively supported similar Vision Zero initiatives worldwide.

The proposed Quebec Direct Vision Standard introduces a vision-based vehicle rating system (A–E), similar to the well-established star rating system used in London’s DVS, where Brigade played a key role during development and rollout.

The draft outlines detailed criteria for both direct and indirect vision technologies, including camera monitor systems (CMS), sensor-based VRU detection, reversing aids, and audible warning systems — areas in which Brigade has decades of technical expertise.

London’s Direct Vision Standard

In October 2020, the Direct Vision Standard was introduced in the UK. The first legislation of its kind in Europe, it specifies that all goods vehicles weighing more than 12 tonnes require a permit to drive into Greater London, including vehicles from outside the UK.

European VRU Protection Initiatives

There are many vehicle safety initiatives aimed at protecting vulnerable road users throughout Europe’s major cities.

These safety initiatives include: Milan’s Blind Spot Resolution, France’s Angles Morts and Europes General Safety Regulation.

These all contribute towards Vision Zero.

Quebec’s draft DVS reflects a growing global focus on protecting vulnerable road users through enhanced driver visibility and intelligent safety systems.

While the consultation process is now complete, the final standard has yet to be confirmed. In the meantime, Brigade is keen to work with Canadian fleets and OEMs to trial equipment and ensure a smooth path to compliance once decisions are announced.
